About Us
Since 1986, Engineered Systems has been serving local architects, builders, contractors and owners with Mechanical, Electrical and Plumbing design for high end residential and commercial projects.
Engineered Systems also began offering services to condominium associations. These services range from site inspections to determine the cause of problems (water infiltration, ground settling, etc.) and evaluating the condition of assets (roof condition, parking lot condition, etc.) to the preparation of bid documents and contract administration for deferred maintenance projects.
Engineered Systems offers design services ranging from basic permitting sets of plans, to full service packages complete with written specifications and construction administration. We have a reputation for designing cost effective, quality designs in a timely fashion.

Our Team
Jay Owen, began his engineering career after graduating from the University of Wyoming in 1967. He was employed by Monsanto Company at a large chemical complex where his initial duties were in the engineering department. He was subsequently promoted to the maintenance department where he ultimately was responsible for the maintenance of the plant.
In 1974, Mr. Owen was promoted to another division where assumed total responsibility for the engineering and construction of a $14 million sulfuric plant. In 1978, Jay was assigned responsibility as engineering sales manager for a dozen Midwestern states for proprietary services and products. In 1986, Mr. Owen formed Engineered Systems offering services to condominium associations as well as services for mechanical, plumbing and electrical design for residential, commercial and industrial buildings.
Mr. Owen is a registered professional engineer in four states, is a member of the National Society of Professional Engineers and several other professional associations. He has served on several Associations Boards of Directors beginning in 1989. He currently is president of seven boards and is vice-president of another. He has also been a member of the Hilton Head Island Construction Board of Adjustments and Appeals since 1994 and was elected chairman in 1998 and again in 2016.

Donald “Dee Dee” Graham attended North Carolina Wesleyan College and the University of North Carolina at Chapel Hill receiving a degree in business administration. He has attended numerous seminars in planning, design, computer design, building codes, concrete design, roofing, seismic design, and lighting design. In addition, Mr. Graham holds a real estate license, residential home builder’s license, and is a certified specifier.
In 1980, Dee Dee began working for Ralph Toon and Associates, Inc. General Contractors of Atlanta, Georgia in their Hilton Head Island office eventually becoming branch manager until closing Hilton Head operations.
In 1984, Mr. Graham became employed with Wiggins & Associates, Inc. Architects and Master Planners in Hilton Head Island. Job responsibilities included inspections, contract administration, specifications, and computer administration.
In Dec. 1989, Mr. Graham became employed with Beaufort County School District. as a Contract Administrator, Facility Manager, and Project Director. Dee Dee was involved in overseeing the development, renovation, and addition of over $60 million of educational facilities construction.
In 1995, Mr. Graham founded CISCO and became a consultant specializing in specifications, educational space planning specifications, agency approvals, contract administration and inspections services for architects and engineers. In addition, he provides owner representative services and bank inspections.
To date, Mr. Graham has been involved in construction, design, and renovation projects totaling over $400 million involving hotels, condominiums, clubhouses, churches, schools, and other public projects. Mr. Graham is a member of the Construction Specifications Institute (CSI), and the National Roofing Contractors Association (NRCA). In addition, he is a member of the Low Country Property Managers Association, and a member & past club president in the Rotary club of Bluffton, SC.
